Former CHP Captain Sentenced to Probation for In-Flight Assault

UPDATE: A former California Highway Patrol captain, Dennis Woodbury, has been sentenced to probation following disturbing incidents aboard a flight to Los Angeles International Airport (LAX). Woodbury, aged 50, was found guilty of inappropriate sexual conduct during a JetBlue Airways flight on April 13, 2025, raising alarm among passengers and crew.

The U.S. District Judge Percy Anderson ordered Woodbury to serve three years’ probation and complete 100 hours of community service. He is also required to undergo outpatient treatment for substance abuse and mental health issues, while being prohibited from consuming alcohol, according to the U.S. Attorney’s Office.

Prosecutors revealed that Woodbury consumed an entire bottle of Prosecco before displaying alarming behavior. Reports indicate that he engaged in “inappropriate conduct” with two flight attendants, including showing a pornographic photo and suggesting a cruise with one of them. The situation escalated when Woodbury slapped a flight attendant’s behind after meal service, shouting his affection for the crew member.

In a shocking turn of events, while in the front galley of the plane, Woodbury pulled down his trousers and exposed himself. The flight attendant, clearly taken aback, firmly rejected his advances and denied his request for more wine, but Woodbury repeated his indecent act.

Law enforcement interviews confirmed that both flight attendants did not consent to Woodbury’s actions. The former CHP captain pleaded guilty to one count of “abusive sexual contact within the special maritime and territorial jurisdiction of the United States,” a felony that could have resulted in up to two years in prison. However, the judge opted for probation instead of incarceration, prompting outrage from some observers.

Flight safety and passenger dignity are paramount in aviation, and this incident raises serious questions about the conduct of individuals in positions of authority. The community and fellow law enforcement officers are now left to grapple with the implications of this case.

Authorities are urging passengers to report any inappropriate behavior during flights to ensure safety and accountability. The case has garnered significant media attention, and discussions around the need for stricter enforcement of conduct standards on flights are ongoing.

As this story develops, all eyes are on the impact of Woodbury’s sentencing and the message it sends regarding air travel safety.
