A Russian military vessel was detected approximately 15 nautical miles south of Oahu last month, just outside U.S. territorial waters. The U.S. Coast Guard confirmed the sighting of the Russian Federation Navy Auxiliary ship Kareliya, an intelligence-gathering vessel, on October 29, 2023. This maneuver comes amid heightened tensions between the United States and Russia, particularly related to the ongoing conflict in Ukraine.
In response to the situation, the U.S. Coast Guard deployed an aircraft and a cutter to track the vessel. An HC-130 Hercules from Air Station Barbers Point and the Coast Guard Cutter William Hart conducted aerial surveillance and a close transit near the Kareliya. Officials emphasized that these actions were carried out in accordance with international law.
According to the Coast Guard’s press release, “Operating in compliance with international law, Coast Guard personnel are tracking the Russian vessel’s movements near U.S. territorial waters to ensure maritime security for U.S. vessels in the region.” Captain Matthew Chong, chief of response for the Coast Guard Oceania District, stated, “The U.S. Coast Guard routinely monitors maritime activity around the Hawaiian Islands and throughout the Pacific to ensure the safety and security of U.S. waters.”
The Coast Guard collaborates with the U.S. Indo-Pacific Command and other agencies to observe foreign military vessel activity, reinforcing U.S. homeland security. This vigilance extends to U.S. territories such as Guam and American Samoa, reflecting an ongoing commitment to protect maritime borders.
Under international law, foreign military vessels may operate within 12 nautical miles from a country’s shore, which allows for such transits. The presence of the Kareliya in the vicinity of Hawaii highlights the strategic maneuvering taking place as U.S.-Russia relations become increasingly strained.
Tensions have escalated significantly since Russia’s invasion of Ukraine in February 2022. Since taking office in January, President Donald Trump has sought to address the situation but has faced challenges in diplomatic discussions with Moscow. As part of a broader sanctions strategy, the European Union imposed additional economic restrictions on Russia in October 2023, complementing new U.S. measures targeting the Russian oil sector.
In response to these sanctions, President Vladimir Putin labeled U.S. actions as “unfriendly,” warning that they could inadvertently increase global oil prices. He acknowledged that the sanctions would have “certain consequences” for Russia, although he insisted they would not significantly impact the nation’s economy.
Ukrainian President Volodymyr Zelenskyy has consistently advocated for stronger international actions against Russia, and he welcomed the recent measures aimed at curtailing Moscow’s military resources. As the geopolitical landscape continues to evolve, the monitoring of military activities near U.S. waters will remain a priority for the Coast Guard and other defense agencies.
