Lowell Woman Arrested Again on Drug Charges After Manslaughter

URGENT UPDATE: Graciela Paulino, a 28-year-old woman from Lowell, has been arrested again, this time on serious drug and ammunition charges. Paulino, previously convicted for the 2018 fatal road-rage shooting of Marc Devoe, was taken into custody on Monday, November 6, 2023, at the Motel 6 in Tewksbury.

This latest arrest comes amidst a narcotics investigation after police observed Paulino’s vehicle during surveillance operations. Officers found significant evidence, including $3,145 in cash, multiple cell phones, and ammunition bundles in her vehicle, alongside illegal drugs such as crack cocaine and marijuana.

The initial shooting incident involving Paulino and Devoe occurred on February 15, 2018, when a heated confrontation led her to fatally shoot Devoe in the chest, causing him to crash his vehicle. Paulino was convicted of voluntary manslaughter in 2019 and sentenced to nine and a half years in prison, followed by probation until July 2029.

Following her release, Paulino faced additional legal troubles. In December 2022, she was arrested for stealing a winning $200 Keno ticket from a customer while employed at a gas station. This incident resulted in an extended probation period, pushing her probation end date to October 2029.

The Tewksbury Police report states that during the recent arrest, Paulino denied knowing a woman connected to the drugs found on her, despite being linked to the vehicle. As a result, Paulino is charged with distribution of a Class B drug, possession with intent to distribute a Class D drug, and possession of ammunition without a firearm identification card.

Paulino was arraigned on Tuesday, November 7, 2023, where Judge John Coffey set her bail at $250 cash or $2,500 surety. A final probation hearing is scheduled for December 17, 2023, in Middlesex Superior Court, where a judge will evaluate if she violated her probation terms and determine her future sentencing.

This alarming turn of events raises serious questions about Paulino’s rehabilitation and compliance with legal stipulations following her previous conviction. The community is closely monitoring how this situation unfolds and what consequences await Paulino if her probation is revoked.
