West Covina Officer Charged with Stealing Cash from Motorists

UPDATE: Charges have been filed against West Covina police officer Jose Garcia, accused of stealing cash from motorists during traffic stops, the Los Angeles County District Attorney’s Office confirmed today. The allegations involve three separate incidents dating back to 2024, raising urgent concerns about police misconduct and public trust.

The criminal activity reportedly began on September 21, 2024, when Garcia allegedly searched a driver’s vehicle and removed approximately $600 from the motorist’s wallet before making an arrest. Just two months later, on November 23, 2024, he is accused of taking around $100 from a passenger’s backpack during another traffic stop, only to release everyone involved with a verbal warning. The most recent reported theft occurred on February 8, 2025, when Garcia allegedly seized about $300 from a vehicle’s center console, again allowing the driver to leave without further action.

Garcia faces serious repercussions, including one felony count of misappropriation of public funds and one felony count of grand theft by embezzlement, alongside two misdemeanor counts of petty theft. He has been released on a promise to appear for his arraignment scheduled for January 28, 2025, at West Covina Superior Court. If convicted, Garcia could face a maximum of four years in state prison, plus an additional year in jail.

West Covina Police Chief Antonio Cortina addressed the situation, stating, “While we fully support due process, any criminal conduct by an officer, particularly involving theft or abuse of public trust, is unacceptable and undermines our mission. We are deeply concerned that an officer may have violated the public trust and the fundamental principles of policing. We are committed to ensuring accountability.”
