The incident occurred at approximately 9:39 a.m. in the 800 block of North Shipley Street, where a member of the Wilmington Police Department’s Special Operations Division was flagged down by a concerned citizen reporting the crime.
After gathering a description of the suspect, the officer initiated a canvass of the surrounding area. Shortly thereafter, the officer located a woman matching the provided description in the 100 block of Burton Place. The individual was identified as 40-year-old Emily Popkey, who was taken into custody without incident.
Charges and Legal Proceedings
Popkey now faces charges of third-degree burglary and theft under $1,500, in addition to an outstanding warrant, according to police reports. Following her arrest, she was arraigned at Justice of the Peace Court 20 and subsequently committed to the Delores J. Baylor Women’s Correctional Institution on a secured bail of $4,000.
